Seesaw tariff announcements have unnerved Wall Street, as investors said flip-flopping moves by the Trump administration to roll back levies on trading partners were causing confusion rather than bringing relief.

A day before President Donald Trump delayed tariffs on some Mexican and Canadian goods, a group of restaurant chains that included McDonald’s Corp. and Chick-fil-A told White House officials that the duties would have an immediate negative impact on the industry because it relies on imported meat and produce.

President Trump is open to additional tariff exemptions such as those he granted today to car makers, the White House said Wednesday, while again acknowledging tariffs could cause some economic disruptions.
